This was called the "Upper steering column tube bearing" by Ford, but is more of an Outer Tube Bushing. It is used to stabilize the lower end of the steering column and goes between the inner and outer tubes at the forward end of your column. Pretty expensive for a plastic ring... but these are made in the USA by a small producer who makes them exactly like the originals!
