This is the proper concours Carburetor Stud Kit that has a hollow Vacuum Port stud for the vacuum hose that runs up to the Shaker hood scoop flapper. Most CJ and SCJ Mustangs engines received the hollow stud and just plugged it with a cap if the cap did not have a Ram-Air "Shaker" option.
